|The President's Daily Diary: July 30, 1965|
On the afternoon of July 30, 1965, President and Mrs. Johnson traveled to Independence, Missouri, for the signing of the Medicare Bill. At the Truman Library with former President Harry Truman at his side, President Johnson paid tribute to Truman saying "...it all started really with the man from Independence." The Medicare Bill established a medical care program for the aged under the Social Security System. In 1945 President Truman had proposed a comprehensive, prepaid medical insurance plan, but the plan was not enacted by Congress.
